GTA 6 vs Vice City 1986: what actually carries over from the 2002 game
Grand Theft Auto VI returns to Vice City 24 years after the PS2 game, in the present day instead of 1986. Everything Rockstar has actually connected between the two — which turns out to be a store page — and every callback that is really a viewer identification.

Rockstar has written a great deal about Vice City and almost nothing about the Vice City that came before it. Across the Newswire posts, the region and character pages on the VI site, two trailers and a 26-minute gameplay showcase, the 2002 game is acknowledged in exactly one place: the store listing.
That is not a small point. Everything else you have read about Ocean View Hotels and returning characters is people pausing footage and recognising things — sometimes convincingly, never officially. This is what the two games actually share, with the sourcing attached to each item.
The name is older than the game you are thinking of
Vice City was not invented in 2002. It was one of three cities in the original top-down Grand Theft Auto in 1997, alongside Liberty City and San Andreas, and it has carried the same joke ever since: a Florida resort town named after the thing it sells.
The chronology of the name looks like this.

So VI is the fourth game to use the name and the first to set it in the present. "The return to Vice City" is a return to a name Rockstar has been using for 29 years, not a sequel to one particular game — which is the frame almost every comparison piece quietly assumes.
What Rockstar has actually put in writing
The exception to the studio's silence is the pre-order and edition copy, and it is worth reading closely, because it is the only place Rockstar itself has named Tommy Vercetti.

Two things follow from that list, and they pull in opposite directions.
Rockstar is willing to invoke Tommy Vercetti by name. The palm-tree shirt is not a subtle nod; it is the character's silhouette, sold as a gun skin. The Vercetti Estate is his mansion. Somebody at the studio decided both were safe to put in marketing copy.
And it is marketing copy for cosmetics. A sentence about a revolver's grips is not a statement about the game's history. Rockstar has told you what an item is decorated to look like. It has not told you that Tommy Vercetti exists in this world, that the estate is a building you can drive to, or that anything in VI happened after anything in 1986.
That distinction is the whole article. The only official link between the two games is decorative.
The two Vice Cities are not the same city
The series has been running two sets of names across two incompatible continuities for twenty years, and the pattern is easiest to see outside Vice City.
Liberty City was the setting of GTA III in 2001 and of GTA IV in 2008. The two are not the same place: different geography, different boroughs, different cast, no shared events. Los Santos appeared in San Andreas in 2004 and again in GTA V in 2013, rebuilt from scratch, with nothing carried across but the name and the sunshine. Rockstar does not publish continuity notes, so the community labels — the "3D universe" for the PS2 games, the "HD universe" for GTA IV onwards — are fan shorthand. They describe the studio's practice accurately all the same.
VI belongs to the later group. So the 2002 game's Vice City stands to VI's Vice City roughly as GTA III's Liberty City stands to GTA IV's: the same name, applied to a place built again from nothing.
There is a blunter reason not to expect Tommy. Ray Liotta, who voiced him, died in May 2022, and Rockstar has announced no returning character from any previous game. Every name on the VI cast list — Jason, Lucia, Boobie Ike, Raul Bautista, Brian Heder, Cal Hampton, Dre'Quan Priest — is new.
The callback list, ranked by what is behind it
This is the part that gets flattened in most coverage, where a line of Rockstar copy and a Reddit screenshot end up as bullet points of equal weight.

Three of those deserve more than a row.
Phil's Ammunation appears about two minutes into the second trailer, released on 6 May 2025: a rooftop advert in which a drawling gun dealer promises "more guns than the law allows". Outlets recognised the pitch immediately, because Phil Cassidy sold army surplus in both the 2002 game and Vice City Stories. The complication is visible in the advert itself. The 3D-universe Phil loses an arm; the man in VI's advert has two. That is either a rebuilt version of a character who never existed in this continuity, a different person with the same job, or a joke at the expense of everyone pausing the trailer. Rockstar has not said.
Phil Collins is the neatest example of a carry-over that is texture rather than continuity. "Against All Odds (Take a Look at Me Now)" is a 1984 single and is confirmed for VI's soundtrack; Collins appeared as himself in Vice City Stories, which is set in 1984, performing "In the Air Tonight". Nothing connects the two appearances except that Rockstar likes the same music. That is genuinely what most of this is.
The Ocean View Hotel is the one readers most often assume is official, because it is the most emotionally loaded: it is where you saved your game in 2002. It has been identified in trailer footage by viewers and has never been named by Rockstar, which is exactly how the studio usually handles this kind of thing — the discovery is the point, so it does not spoil it in advance. What has not carried over
The decade. VI is set in the present day rather than 1986, and Rockstar has not given a year at all. The 1980s survive as soundtrack, cars and art deco frontage, which is to say as set dressing.
The single protagonist. One man taking over a city becomes two people who cannot be separated — Rockstar has confirmed the story will not break Jason and Lucia up.
The city as the whole map. In 2002 Vice City was the game. In VI it is one city in the state of Leonida, alongside the Keys, the Grassrivers, Port Gellhorn, Ambrosia and Mount Kalaga. Vice City alone is about twice the size of Los Santos, and how that compares to the whole state is worked through in how big the GTA 6 map really is.
Several names that were changed rather than kept. The 2002 game had a Little Havana and a Little Haiti; VI has Little Cuba. The 2002 airport was Escobar International; VI's road signs read VCI Airport. The beachfront strip that the 2002 game modelled on Ocean Drive is called Shore Drive in Rockstar's own edition copy. Where Rockstar wanted a 2002 name, it kept one. Where it did not, it invented a new one, and it did that more often.
What the 2002 game is still good for
One thing, and it is not nostalgia: geography. The 2002 game put Ocean Beach and Washington Beach on their own island, because in the real Miami the beach strip sits on a barrier island belonging to a separate incorporated city. Whether VI models the same split has not been stated by Rockstar, and it is the largest structural unknown inside the city — which makes the 2002 map a reasonable hypothesis and nothing stronger. The rest of Leonida's relationship to real Florida is mapped county by county in the real places behind Leonida.
Beyond that, the 2002 map predicts very little. It covered an area a fraction of the size of VI's city, in an engine three generations old, and the districts it did not have outnumber the ones it did.
What is still not confirmed
Whether any character from the 2002 game appears in VI. None has been announced. The Phil's Ammunation advert is the closest thing to evidence and it undercuts itself.
Whether Rockstar considers the two Vice Cities the same place. The studio has never made a continuity statement about any of its cities and is unlikely to start. Expect the question to stay open permanently.
What year VI is set in. No in-game year has been shown and Rockstar has never named one. "Present day" describes what the trailers contain — smartphones, social media, modern cars — rather than a date the studio has given.
Whether the Ocean View Hotel, Starfish Island or Washington Beach are in the game under those names. All three are recognitions, not confirmations.
Whether the Vercetti Estate is a place rather than a product description. Rockstar has sourced a gun from it. That is not the same as building it.
